Procedure for the temporary and permanent withdrawal of halal certificates
These steps are part of the Halal Quality Certification Procedure RP-06 and constitute the official procedure of the Centre for Halal Quality Certification.
1. Temporary suspension of certificate validity
A temporary suspension may be imposed during any type of audit (surveillance, extraordinary or recertification audit), or on the basis of complaints or identified haram products. It is initiated in the following cases:
- The client’s management system significantly deviates from the halal standard.
- The client does not enable the conduct of surveillance or recertification audits within the planned timeframes.
- The client requests a temporary suspension.
- Failure to fulfil contractual obligations (e.g. non-payment, failure to notify changes).
- Misuse of the Halal Quality Mark despite a warning.
- Presence of haram identified in products.
- Changes in the quality of raw materials, products or production processes that affect halal compliance, where the client fails to notify the Centre.
Duration and effects of the temporary suspension:
- In effect until the deficiencies are corrected or until a super-analysis confirms compliance.
- Maximum duration of 6 months.
- The client must not promote the certificate or place products bearing the halal mark on the market.
2. Permanent withdrawal of the certificate
If, six months after the temporary suspension, it is established that:
- Nonconformities have not been corrected,
- The client has not met the requirements for lifting the temporary status,
The Centre decides to permanently withdraw the certificate.
Additional measures:
- Mandatory urgent withdrawal of products from the market if a super-analysis confirms haram.
- Public disclosure of the decision to the public and to the Meshihat of the Islamic Community in Croatia.
- Recording in the form “List of Clients and Certificates” (OB-62).
- Return of all copies of the halal quality certificate and removal of all documents and products bearing the halal mark.
3. Documentation and communication
- The Centre records the temporary suspension and permanent withdrawal in OB-62.
- Information on certificate status is available to the public and to the Meshihat of the Islamic Community in Croatia.
- If the client voluntarily discontinues further audits, their statement is retained as a record, without formal withdrawal of the certificate.
